Underwear extraordinaire Miley Cyrus wants to move out of parents' home and into her first apartment at The Palazzo at Park La Brea when she celebrates her Sweet 16 on November 23. Miley is negotiating with Mommy Tish and dad Billy Ray in
hopes of moving to the posh apartment complex.

An insider spilled to Star, 'She wants a place to call her own,
where she can have her friends over to watch movies and eat popcorn and
have her boyfriend, Justin Gaston, over. Miley is a great negotiator.
