I don't think he's doing a good job with the paparazzi. Maybe when he is with her, but most of the time, he is not with her. Her mother is with her and they LOVE the paparazzi. They have even invited a few of them into their house. They have made them put down their cameras of course while in there. But her and her mother are paparazzi obsessed, so poor Billy Ray doesn't stand a chance. When you see them out in public together on that rare occassion, Miley and her mom are leading the pack into getting photographed! Also, Billy Ray is failing in the father department by letting the adult guy, Justin, into their "family" by letting him sleep over from time to time, buying him his own condo, and letting him travel and hang with his 16 year old daughter!
