It was a publicity stunt all right, their managers took it as such and leaked it to the media. They took advantage of it with the way Before the Storm is promoted (Having to buy the album to get it).

But that doesn't mean Nick didn't had feelings for Miley, or that she didn't date him during these months.
I do believe that they did date in June and then broke up, so we see now Miley crawling back to Justin and we're just seeing the drama in Mustin land because of that.
Maybe they're trying to rekindle the relationship but it's just not the same anymore. Justin would be dumb to take her back.
