When you wear a strapless dress make sure your hair is swept pull pack or and up do it takes away from the outfit.

Mileys earings were less bulky than Hilary's big loops and her shows were more subtle against the flashy dress Hilary's once again were shiny taking away from the already flashy dress.

It looks great on Miley, but you have to see that the lighting of a picture and just the poses and scenery in a picture can make a huge difference as to how they both look. I think Miley wore it better just for her overall skin tone and hair color...With being pale and blonde, Hilary doesn't give the colors of the dress the chance to "pop" like Miley's dark coloring does

I like them both, but I'm going with Miley. Hilary's not fat or anything, but the dress made her look awkward. Miley's got a smaller frame which just fits the dress better. Also, Hilary's boobs are too big for it. It makes her look weird in it. Not to mention how much paler she is, the colors of the dress just washed out Hilary's complexion where Miley who had a tan worked it. And on one more side note, Miley's shoes and earrings were better. Hilary had on the shiny shoes and large, dangling earrings which is just too much on an already busy dress. Miley's accessories are simple which work perfectly with a dress that already has so much going on.
